While examining the completeness of bids, the evaluation committee shall examine the following matters in addition to the matters mentioned in sub-section (3) of section 23 of the Act:-
(a) Whether or not the bidder is involved in more than one bid individually or as a partner in a joint venture,
(b) Whether or not the bidder is ineligible to participate in the procurement process according to sub-sections (2) and (3) of section 63 of the Act,
(c) Whether the bid has been submitted in the document related to the sale of the bid from the relevant public body or from any other body designated by the public body,
(d) Whether the relevant person, firm, institution or company has submitted the documents related to the bid purchased by themselves or not.
